The security environment on the Korean Peninsula is susceptible to tensions that may be heightened at any time. Moreover, the “crisis-framing” made by domestic and foreign media has the potential to spread rapidly. In response, the defense authorities of the Republic of Korea (ROK) and the United States (U.S.) have consistently endeavored to improve the combined strategic communication. The combined strategic communication also holds a significance as it can strengthen the alliance cohesion. The key element in communication is trust. The security situation is volatile and can change swiftly. No matter what complicated situation is, as long as there is trust between the leaderships of the two countries, it is possible to prevent misunderstandings and distrust that may arise when each side promote national interests, respectively. On this account, policy communication channels between the ROK and the U.S. defense authorities are operating smoothly. But sometimes, there are occasions when messages are publicly released without the final coordination. In addition, compared to policy communication efforts between the defense authorities of the two countries, each side’s publicity efforts for the domestic public and opinion leaders leave something to be desired. In this regard, this article attempts to present a direction for improving strategic communication between the ROK and the U.S.
