<Background and Purpose>

   ◎ Development Test and Evaluation (DT&E) is an important step in the defense acquisition process that provides essential information on whether the technical objectives for a weapon system have been met and identifies required improvements before operationalizing the system.

   ◎ In current R&D practice, however, the reliability of DT&E has fallen into question in cases where there was a flaw in the weapon system because the contractor responsible for the system’s development was also handling the DT&E.

   ◎ This required a study of DT&E practices in Korea and overseas to find ways to enhance the reliability of our DT&E.

<Research Results>

This study recommends the following.

   ◎ Clearly distinguish between testing and evaluation, the former being a step to provide the data that serves as the basis of an evaluation, and the latter being a step to make a determination using the data thus acquired.

   ◎ Create a set of dedicated evaluation groups with a base in the Joint Staff and each of the Service Headquarters so that the government can be responsible for the evaluative functions of the DT&E.

   ◎ Build a coherent workflow that can establish a stronger link between user requirements and Operational Test & Evaluation (OT&E) by using DT&E as the intermediary center.

   ◎ Revamp the process and product of writing the Test and Evaluation Master Plan (TEMP), which serves as the foundation of the DT&E process.
