<Background and Purpose>

A need for a systematic approach to develop standardized Wartime Replenishment Requirements.

   ◎ Wartime Replenishment Requirement is a reference to predict wartime replenishment requirements to ensure successful execution of studying the theater operation plan (hereinafter “the OPLAN”)

   ◎ The development of Wartime Replenishment Requirements, based on studying the OPLAN, needs to process and analyze massive data.

<Research Results>

Development of an improved process based on a case study of up-to-date Wartime Replenishment Requirements Standard.

   ◎ Case study on up-to-date Wartime Replenishment Requirements Standard.

      － Lengthy process inevitable due to the current regulation requiring multi-phased complex procedures.

      － The process bilaterally consists of 1) simulation analysis of the OPLAN and 2) quantitative predictions without simulation analysis.

      － For all types of materiel, the result of the OPLAN simulation takes prevalence, followed by mechanical mathematics which can be reorganized in an automatized way.

   ◎ Suggestions to advance the process to develop Wartime Replenishment Requirements. 

      － To enhance jointness, specific tasks of component commands, indicated within the OPLAN, should be reviewed to identify joint tasks that can contribute to other Services, in order to specify which tasks to be included in the OPLAN simulation at what level of details.

      － The OPLAN analysis and the follow-up analysis should be explicitly separated to prevent duplication of efforts.  

      － The analysis on each materiel item should be done in a mathematically mechanical way to be jointly reviewed by the JCS and HQs’ analysis office.

      － In terms of policy development, the timing of suggestions should be considered in the short, middle, and long term.
