<Background and Purpose>
To provide a comprehensive way forward for effective HR management of
the defense cyber workforce
◎ Domestic and foreign cyber attacks threatening national security are on the rise.
◎ In recent years, advanced militaries, such as the United States, have invested
heavily in the acquisition and training of key personnel in the cyber domain,
including those for cyber operations.
◎ For the effective execution of cyber operations, the ROK military needs to
identify key positions related to cybersecurity and take measures to enhance the
capabilities of the core cyber defense workforce.

The study provides the demand forecast and an in-depth analysis of defense cyber
workforce, and presents a comprehensive solution for effective management of
relevant personnel
◎ Analyzed cyber-specialist positions in the military using occupational standards,
and proposed a plan to designate and maintain key positions related to cyber
operations
- Redefined the concept and scope of duty of 'defense cyber workforce'
- Reviewed domestic and global trends in the operation of cyber workforce, and
examined their implications on the ROK military
- Studied the current occupational system for cyber-specialist positions
- Selected core cyber-related positions, and proposed a standard for the
evaluation of expertise in the cyber domain

- Proposed a new occupational standard for defense cyber workforce based on
a comparative analysis into a cyber-related occupational framework of the US
forces
- Identified the optimal size of cyber personnel for the ROK military through
an analysis model used to decide the table of organization in public sectors

- Suggested an integrated operation of 'cyber specialties' as a way to advance
the HR management system for cyber manpower
