The 9th plenary meeting of
the 8th Central Committee (hereafter the 9th plenary
meeting) of the Workers Party of Korea (WPK) was held in Pyongyang from
December 26 to 30, 2023. The North Korean regime sent aggressive messages to
the ROK and the U.S., including ‘war as fait accompli,’ ‘conquering the
southern half of the Korean peninsula,’ and ‘major actions in nuclear war
deterrence.’ Meanwhile, on the domestic front, the written decision issued by
the 9th plenary meeting called for the mobilization of the North
Korean people in 2024, a ‘critical year’ that marks the fourth year of the
five-year national economic development plan announced at the 8th
Party Congress of the WPK. Overall, this appears to have revealed the sense of
anxiety over the lack of progress made in achieving the goals that had been
previously set, as well as the dominant sense of urgency in achieving visible
accomplishments. This paper analyzes the outcomes of the recent 8th
plenary meeting and seeks to anticipate the state of affairs in North Korea and
its actions in 2024.
